According to current legislation, the minimum conscription age for men is set at 25 years; however, there are certain exceptions where conscription may occur earlier.
Lawyers from the free legal aid program explained in a comment to "Facts ICTV" that under the law "On Amendments to Certain Legislative Acts of Ukraine on Specific Issues of Military Service, Mobilization, and Military Registration," which came into effect on May 18, 2024, the mobilization age has been reduced from 27 to 25 years.
According to the provisions of this law, individuals under the age of 25 who have not completed military service and lack military experience are considered conscripts. They can only be mobilized at their own request. However, there are cases where men under 25 may be called up for military service. This pertains to the following categories:
persons who have completed mandatory service during peacetime;
men who graduated from higher military educational institutions or military departments and received a military accounting specialty;
individuals who previously held the status of "limited fit" for service.
Thus, while the minimum conscription age is established at 25 years, there are also specific conditions under which conscription may occur earlier.
