In Ukraine, all military personnel, reservists, and conscripts are required to adhere to military registration rules, even if they are abroad, as violations of these regulations can result in a fine ranging from 17,000 to 25,500 hryvnias.

However, as explained by lawyer Dmitry Franchuk in a comment to RBC-Ukraine, such fines can be contested, even while outside the country.

There is a 15-day deadline to pay the fine; otherwise, the ruling is transferred to the enforcement service, which may impose a freeze on assets and accounts in Ukraine, and the fine amount will be doubled. There is a 10-day period for contesting the fine, so prompt action is necessary.

If it is impossible to appear in person at the Military Recruitment Center (TCK), a power of attorney should be issued for a representative, certified at the consulate or apostilled. The representative can submit an appeal, which must include personal information, details of the ruling, justification for the illegality of the fine, and supporting documents, such as a certificate of departure abroad.

If the TCK denies the appeal, the fine can be challenged in court by filing within 10 days of receiving the decision. The lawyer advises engaging a qualified specialist to represent your interests in court. Documents confirming your stay abroad may serve as a crucial argument in the appeal.
